(๑) ให้ใช้หรือให้ยกเลิกแสตมป์โดยกำหนดให้นำมาแลกเปลี่ยนกับแสตมป์ที่ใช้ได้ ภายในเวลาและเงื่อนไขที่กำหนด แต่ต้องให้เวลาไม่น้อยกว่าหกสิบวั
(๒) กำหนดกิจการอื่นเพื่อปฏิบัติการตามประมวลรัษฎากรนี้ กฎกระทรวงนั้น เมื่อได้ประกาศในราชกิจจานุเบกษาแล้วให้ใช้บังคับได้
