ผู้ประกอบการจดทะเบียนที่ประกอบกิจการอย่างอื่นซึ่งมิใช่เป็น กิจการค้าปลีก ซึ่งมีความประสงค์จะออกใบกำกับภาษีอย่างย่อและหรือใช้เครื่องบันทึกการเก็บเงิน ตามที่กำหนดไว้ในมาตรา ๘๖/๖จะขออนุมัติต่ออธิบดีพร้อมกับแสดงเหตุผลและความจำเป็นก็ได้ และในการอนุมัติ อธิบดีจะกำหนดหลักเกณฑ์ และเงื่อนไขใด ๆตามที่เห็นสมควรก็ได้
