งบประมาณรายจ่ายของแผ่นดินให้ทำเป็นพระราชบัญญัติ ถ้าพระราชบัญญัติ งบประมาณรายจ่ายประจำปีงบประมาณออกไม่ทันปีงบประมาณใหม่ ให้ใช้กฎหมายว่าด้วยงบประมาณ รายจ่ายในปีงบประมาณปีก่อนนั้นไปพลางก่อน
