ประชาชนผู้มีสิทธิเลือกตั้งในองค์กรปกครองส่วนท้องถิ่นมีสิทธิเข้าชื่อร้องขอ ต่อประธานสภาท้องถิ่นเพื่อให้สภาท้องถิ่นพิจารณาออกข้อบัญญัติท้องถิ่นได้ จำนวนผู้มีสิทธิเข้าชื่อ หลักเกณฑ์และวิธีการเข้าชื่อ รวมทั้งการตรวจสอบรายชื่อ ให้เป็นไป ตามที่กฎหมายบัญญัติ
