บุคคลย่อมมีสิทธิเสมอกันในการรับการศึกษาไม่น้อยกว่าสิบสองปีที่รัฐจะต้อง จัดให้อย่างทั่วถึงและมีคุณภาพ โดยไม่เก็บค่าใช้จ่าย ผู้ยากไร้ ผู้พิการหรือทุพพลภาพ หรือผู้อยู่ในสภาวะยากลำบาก ต้องได้รับสิทธิตามวรรคหนึ่ง และการสนับสนุนจากรัฐเพื่อให้ได้รับการศึกษาโดยทัดเทียมกับบุคคลอื่น การจัดการศึกษาอบรมขององค์กรวิชาชีพหรือเอกชน การศึกษาทางเลือกของประชาชน การเรียนรู้ด้วยตนเอง และการเรียนรู้ตลอดชีวิต ย่อมได้รับความคุ้มครองและส่งเสริมที่เหมาะสมจากรัฐ
