บุคคลย่อมมีสิทธิได้รับทราบและเข้าถึงข้อมูลหรือข่าวสารสาธารณะใน ครอบครองของหน่วยราชการ หน่วยงานของรัฐ รัฐวิสาหกิจ หรือราชการส่วนท้องถิ่น เว้นแต่ การเปิดเผยข้อมูลหรือข่าวสารนั้นจะกระทบต่อความมั่นคงของรัฐ ความปลอดภัยของประชาชน หรือ ส่วนได้เสียอันพึงได้รับความคุ้มครองของบุคคลอื่น หรือเป็นข้อมูลส่วนบุคคล ทั้งนี้ ตามที่กฎหมายบัญญัติ
