รัฐต้องให้ความอุปถัมภ์และคุ้มครองพระพุทธศาสนาซึ่งเป็นศาสนาที่ประชาชน ชาวไทยส่วนใหญ่นับถือมาช้านานและศาสนาอื่น ทั้งต้องส่งเสริมความเข้าใจอันดีและความสมานฉันท์ ระหว่างศาสนิกชนของทุกศาสนา รวมทั้งสนับสนุนการนำหลักธรรมของศาสนามาใช้เพื่อเสริมสร้าง คุณธรรมและพัฒนาคุณภาพชีวิต
