รัฐต้องส่งเสริมสัมพันธไมตรีและความร่วมมือกับนานาประเทศ และพึงถือ หลักในการปฏิบัติต่อกันอย่างเสมอภาค ตลอดจนต้องปฏิบัติตามสนธิสัญญาด้านสิทธิมนุษยชนที่ ประเทศไทยเป็นภาคี รวมทั้งตามพันธกรณีที่ได้กระทำไว้กับนานาประเทศและองค์การระหว่างประเทศ รัฐต้องส่งเสริมการค้า การลงทุน และการท่องเที่ยวกับนานาประเทศ ตลอดจนต้องให้ความ คุ้มครองและดูแลผลประโยชน์ของคนไทยในต่างประเทศ
