ร่างพระราชบัญญัติประกอบรัฐธรรมนูญและร่างพระราชบัญญัติจะตราขึ้น เป็นกฎหมายได้ก็แต่โดยคำแนะนำและยินยอมของรัฐสภา และเมื่อพระมหากษัตริย์ได้ ทรงลงพระปรมาภิไธยหรือถือเสมือนว่าได้ทรงลงพระปรมาภิไธยตามรัฐธรรมนูญนี้แล้ว ให้ประกาศใน ราชกิจจานุเบกษาเพื่อใช้บังคับเป็นกฎหมายต่อไป
