สิทธิของมารดาในช่วงระหว่างก่อนและหลังการคลอดบุตรย่อมได้รับความคุ้มครอง และช่วยเหลือตามที่กฎหมายบัญญัติ บุคคลซึ่งมีอายุเกินหกสิบปีและไม่มีรายได้เพียงพอแก่การยังชีพ และบุคคลผู้ยากไร้ย่อมมีสิทธิ ได้รับความช่วยเหลือที่เหมาะสมจากรัฐตามที่กฎหมายบัญญัติ
