รัฐต้องส่งเสริม สนับสนุน และให้ความรู้แก่ประชาชนถึงอันตรายที่เกิดจาก การทุจริตและประพฤติมิชอบทั้งในภาครัฐและภาคเอกชน และจัดให้มีมาตรการและกลไกที่มีประสิทธิภาพ เพื่อป้องกันและขจัดการทุจริตและประพฤติมิชอบดังกล่าวอย่างเข้มงวด รวมทั้งกลไกในการส่งเสริม ให้ประชาชนรวมตัวกันเพื่อมีส่วนร่วมในการรณรงค์ให้ความรู้ ต่อต้าน หรือชี้เบาะแส โดยได้รับความคุ้มครอง จากรัฐตามที่กฎหมายบัญญัติ
