รัฐพึงส่งเสริมให้ประชาชนมีความสามารถในการทำงานอย่างเหมาะสมกับศักยภาพ และวัยและให้มีงานทำ และพึงคุ้มครองผู้ใช้แรงงานให้ได้รับความปลอดภัยและมีสุขอนามัยที่ดีในการทำงาน ได้รับรายได้ สวัสดิการ การประกันสังคม และสิทธิประโยชน์อื่นที่เหมาะสมแก่การดำรงชีพ และพึงจัดให้มี หรือส่งเสริมการออมเพื่อการดำรงชีพเมื่อพ้นวัยทำงาน รัฐพึงจัดให้มีระบบแรงงานสัมพันธ์ที่ทุกฝ่ายที่เกี่ยวข้องมีส่วนร่วมในการดำเนินการ
