ในการฟื้นฟูสภาพทางสังคมตามมาตรา ๑๑๘ กระทรวงการพัฒนาสังคม และความมั่นคงของมนุษย์ กระทรวงมหาดไทย กระทรวงแรงงาน กระทรวงศึกษาธิการ กระทรวงสาธารณสุข หรือกรุงเทพมหานคร อาจแต่งตั้งเจ้าหน้าที่หรือมอบหมายอาสาสมัครในพื้นที่ หรืออาจทำความตกลง เพื่อมอบหมายหรือส่งต่อให้ส่วนราชการ องค์กรปกครองส่วนท้องถิ่น องค์กรพัฒนาเอกชน องค์กรชุมชน หรือองค์กรอื่น ที่ให้ความร่วมมือก็ได้
