กองทุนประกอบด้วยเงินและทรัพย์สิน ดังต่อไปนี้
(๑) เงินและทรัพย์สินที่โอนมาจากกองทุนป้องกันและปราบปรามยาเสพติดตามพระราชบัญญัติ มาตรการในการปราบปรามผู้กระทำความผิดเกี่ยวกับยาเสพติด พ.ศ. ๒๕๓๔
(๒) ทรัพย์สินที่ตกเป็นของกองทุนตามมาตรา ๘๑ มาตรา ๘๒ มาตรา ๘๖ และมาตรา ๑๘๖
(๓) เงินและทรัพย์สินที่ได้จากการบริจาค
(๔) เงินและทรัพย์สินที่ได้รับจากรัฐบาล
(๕) ผลประโยชน์ที่เกิดจากทรัพย์สินตาม (๑) (๒) (๓) และ
(๔) เงินและทรัพย์สินของกองทุนตามวรรคหนึ่ง ไม่ต้องส่งคลังเป็นรายได้แผ่นดิน
