ผู้ขออนุญาตนำผ่านซึ่งวัตถุออกฤทธิ์ทุกประเภทต้อง
(๑) เป็นนิติบุคคลซึ่งจดทะเบียนในประเทศไทย ที่มีวัตถุประสงค์ในการนำเข้าหรือส่งออกยา ยารักษาโรค เภสัชภัณฑ์ หรือเภสัชเคมีภัณฑ์
(๒) ได้รับอนุมัติเป็นผู้ขอผ่านแดน ผู้ขนส่งผ่านแดน หรือผู้ขอถ่ายลำ ตามกฎหมายว่าด้วยศุลกากร
