ให้สำนักงานปลัดกระทรวงมีหน้าที่ให้คำแนะนำ คำปรึกษา หรือข้อเสนอแนะแก่ สถาบันอุดมศึกษาเพื่อปฏิบัติตามกฎกระทรวงนี้ และอาจจัดทำมาตรการหรือสิทธิประโยชน์อื่นใด ให้แก่สถาบันอุดมศึกษา เพื่อส่งเสริมและสนับสนุนการจัดทำความร่วมมือตามกฎกระทรวงนี้
