ในกฎกระทรวงนี้ “ขายส่ง” หมายความว่า การจำหน่ายโดยตรงให้แก่
(๑) ผู้รับอนุญาตผลิต จำหน่าย หรือจำหน่ายโดยการขายส่งยาเสพติดให้โทษในประเภท ๓
(๒) กระทรวง ทบวง กรม สภากาชาดไทย และองค์การมหาชนและหน่วยงานในกำกับของรัฐ ที่ให้บริการทางการแพทย์และการสาธารณสุข
(๓) ผู้ประกอบวิชาชีพเวชกรรม ผู้ประกอบวิชาชีพทันตกรรม หรือผู้ประกอบวิชาชีพการสัตวแพทย์ ชั้นหนึ่ง
