ในกฎกระทรวงนี้ “ผู้รับใบอนุญาต” หมายความว่า
(๑) ผู้รับใบอนุญาตผลิตวัสดุกัมมันตรังสี
(๒) ผู้รับใบอนุญาตมีไว้ในครอบครอง หรือใช้วัสดุกัมมันตรังสี
(๓) ผู้รับใบอนุญาตทำเครื่องกำเนิดรังสี
(๔) ผู้รับใบอนุญาตมีไว้ในครอบครองหรือใช้เครื่องกำเนิดรังสี
(๕) ผู้รับใบอนุญาตมีไว้ในครอบครองหรือใช้วัสดุนิวเคลียร์
(๖) ผู้รับใบอนุญาตดำเนินการสถานประกอบการทางนิวเคลียร์
(๗) ผู้รับใบอนุญาตดำเนินการสถานที่ให้บริการจัดการกากกัมมันตรังสี
