ในกรณีมีความจำเป็นอย่างยิ่งตามที่ ก.น.บ. กำหนด ก.บ.จ. อาจปรับ เป้าหมายการพัฒนาจังหวัดยี่สิบปีตามมาตรา ๒๐ ได้ โดยให้ดำเนินการตามมาตรา ๒๐ วรรคสอง และมาตรา ๒๔ ด้วยโดยอนุโลม และต้องได้รับความเห็นชอบจาก ก.น.บ.
