ให้จัดตั้งองค์การมหาชนขึ้น เรียกว่า “สถาบันบริหารจัดการธนาคารที่ดิน (องค์การมหาชน)” เรียกโดยย่อว่า “บจธ.” และให้ใช้ชื่อเป็นภาษาอังกฤษว่า “The Land Bank Administration Institute (Public Organization)” เรียกโดยย่อว่า “LABAI” เล่ม ๑๒๘ ตอนที่ ๓๓ ก
