เงินค่าธรรมเนียม ค่าใช้จ่าย ค่าดูแลรักษารถ และค่าปรับตามพระราชบัญญัตินี้ ให้ตกเป็นรายได้ขององค์กรปกครองส่วนท้องถิ่นที่ความผิดได้เกิดขึ้น เว้นแต่เป็นกรณีที่ส่งให้พนักงาน สอบสวนเป็นผู้ปรับ เงินค่าปรับที่ได้ให้ดำเนินการตามกฎหมายว่าด้วยการจราจรทางบก ในกรณีที่มีการมอบให้เอกชนทำหน้าที่เรียกเก็บค่าธรรมเนียมตามมาตรา ๑๐ เงินค่าธรรมเนียม ที่จัดเก็บได้ให้เป็นไปตามที่ตกลงกัน
