ให้ยกเว้นค่ำธรรมเนียมใบอนุญำตใช้เรือ เป็นระยะเวลาห้ำปีนับแต่วันที่เจ้ำของเรือนัน ได้รับใบอนุญำตใช้เรือ สำหรับเรือขับเคลื่อนด้วยพลังงำนไฟฟ้ำ เป็นครังแรก เมื่อครบกำหนดระยะเวลาตำมวรรคหนึ่งแล้ว ให้เรียกเก็บค่ำธรรมเนียมใบอนุญำตใช้เรือ สำหรับเรือขับเคลื่อนด้วยพลังงำนไฟฟ้ำ ในอัตรำกึ่งหนึ่งของอัตรำค่ำธรรมเนียมใบอนุญำตใช้เรือตำมข้อ ๓ เป็นระยะเวลาสิบปี
