ข้าราชการทหารซึ่งมีสิทธิได้รับเงินช่วยเหลือตามมาตรา ๕ หากมีหนี้สิน กับทางราชการหรือสหกรณ์ที่จัดตั้งขึ้นโดยส่วนราชการ ให้ข้าราชการทหารผู้นั้นให้ความยินยอม เป็นหนังสือไว้กับส่วนราชการที่อนุญาตให้ลาออกจากราชการ เพื่อหักเงินช่วยเหลือชำระหนี้สินดังกล่าว
