โรงบรรจุที่ได้รับใบอนุญาตหรือมีคำสั่งรับคำขอรับใบอนุญาตไว้พิจารณาตามกฎหมาย ว่าด้วยการควบคุมน้ามันเชื้อเพลิงอยู่ในวันก่อนวันที่กฎกระทรวงนี้ใช้บังคับ ให้ได้รับยกเว้นไม่ต้องปฏิบัติ ตามข้อ ๑๕ และข้อ ๑๗ วรรคหนึ่ง (๙) และ (๑๐)
