ในกฎกระทรวงนี้ “ครัวเรือน” หมายความว่า ครัวเรือนของบุคคลทั่วไปซึ่งอาจประกอบด้วยบุคคลคนเดียว หรือหลายคนซึ่งอาศัยอยู่ในสถานที่เดียวกันหรือในบริเวณเดียวกัน ทั้งนี้ บุคคลดังกล่าวอาจเป็น หรือไม่เป็นเครือญาติกันก็ได้ “หัวหน้าครัวเรือน” หมายความว่า สมาชิกในครัวเรือนคนใดคนหนึ่งซึ่งได้รับการยอมรับนับถือ หรือยกย่องจากสมาชิกในครัวเรือนคนอื่นให้เป็นหัวหน้าครัวเรือน “สมาชิกในครัวเรือน” หมายความว่า บุคคลซึ่งอาศัยอยู่ประจำในครัวเรือนในวันที่ทำ การสำรวจตัวอย่าง และให้หมายความรวมถึงบุคคลซึ่งเคยอยู่ประจำในครัวเรือน แต่ได้จากไปที่อื่นชั่วคราว โดยไม่มีวัตถุประสงค์จะไปอยู่ประจำที่อื่น ทั้งนี้ บุคคลดังกล่าวอาจเป็นหรือไม่เป็นเครือญาติกันก็ได้
