ให้กระทรวงการคลังมีอำนาจสั่งจ่ายเงินแผ่นดิน ตามรายการและจำนวนเงิน ที่กำหนดไว้ในพระราชบัญญัตินี้ หรือตามที่สำนักงบประมาณจะได้จัดสรร หรือตามที่จะได้มีการโอน เปลี่ยนแปลงตามกฎหมาย
