ให้จัดตั้งองค์การมหาชนขึ้น เรียกว่า “สถาบันเพื่อการยุติธรรมแห่งประเทศไทย (องค์การมหาชน)” เรียกโดยย่อว่า “สธท.” และให้ใช้ชื่อเป็นภาษาอังกฤษว่า “Thailand Institute of Justice (Public Organization)” เรียกโดยย่อว่า “TIJ”
