ในกฎกระทรวงนี้ “สิ่งปลูกสร้าง” หมายความว่า โรงเรือน อาคาร หรือสิ่งปลูกสร้างอย่างอื่นที่บุคคลอาจเข้า อยู่อาศัยหรือใช้สอยได้ หรือใช้เป็นที่เก็บสินค้า ใช้ประกอบอุตสาหกรรม พาณิชยกรรมหรือการบริการ รวมตลอดทั้งบรรดาทรัพย์อันเป็นส่วนควบหรือติดอยู่กับที่ดินเป็นการถาวรหรือประกอบเป็นอันเดียวกับ ที่ดินนั้น
