ให้ผู้ประกอบการ นายจ้าง และแรงงานต่างด้าวที่อยู่อาศัยในประเทศไทย ให้ความร่วมมือ ในการดำเนินการตามแนวทางที่ทางราชการกำหนด ทั้งนี้ เพื่อทางการไทยสามารถให้การคุ้มครองดูแล ตามหลักสิทธิมนุษยชนและหลักมนุษยธรรม ตามมาตรการระยะที่ ๑ ที่ยังมีการผ่อนผันอยู่ในปัจจุบัน แต่ต้องมีการควบคุม
