ให้สำนักงานคณะกรรมการพัฒนาระบบราชการและสำนักงานคณะกรรมการ พัฒนาการเศรษฐกิจและสังคมแห่งชาติ ร่วมกันพิจารณากลั่นกรองแผนปฏิบัติราชการประจำปีที่จัดทำ ตามข้อ ๑ และให้สำนักงานคณะกรรมการพัฒนาระบบราชการเป็นผู้เสนอหัวหน้าคณะรักษาความสงบแห่งชาติ พิจารณาให้ความเห็นชอบ
