ในกรณีมีเหตุจำเป็น เลขาธิการอาจกำหนดให้ผู้ยื่นคำขอไม่ต้องแจ้งข้อมูลหรือ ยื่นเอกสารหรือหลักฐานใดตามข้อ ๒ ก็ได้ ในกรณีเช่นนี้ ให้เลขาธิการระบุเหตุผลไว้ให้ชัดเจนด้วย
