3 sectionsผู้รับอนุญาตต้องทดสอบการใช้งานและตรวจสอบอุปกรณ์และเครื่องมือต่าง ๆ ว่าทำงานได้อย่างมีประสิทธิภาพและสามารถทำงานร่วมกับระบบอื่นที่มาเชื่อมต่อได้
ผู้รับอนุญาตต้องจัดทำแผนการตรวจสอบพื้นที่รังสีและสิ่งแวดล้อมก่อนการทดสอบ การดำเนินการให้แล้วเสร็จในขั้นตอนนี้
เมื่อการทดสอบการดำเนินการในขั้นตอนนี้เสร็จสิ้นลง ผู้รับอนุญาตต้องตรวจสอบว่า การทดสอบการดำเนินการที่ผ่านมาทั้งหมดเพียงพอที่จะแสดงให้เห็นว่าสามารถดำเนินการในขั้นตอน ต่อไปได้อย่างปลอดภัย ขีดจำกัดและภาวะเงื่อนไขในการเดินเครื่องปฏิกรณ์นิวเคลียร์มีเพียงพอและ ปฏิบัติได้ และมีการระบุข้อจำกัดใหม่ ๆ เกี่ยวกับการดำเนินการของสถานประกอบการทางนิวเคลียร์ เลม่ ๑๓๗ ตอนที่ ๖๘ ก หนา้ ๓๗
