ในกฎกระทรวงนี้ “ผลิตสุราเพื่อการค้า” หมายความว่า ผลิตสุราโดยมีวัตถุประสงค์เพื่อขาย แลกเปลี่ยน หรือเพื่อการอื่นใด โดยได้รับประโยชน์ตอบแทน และให้หมายความรวมถึงผลิตสุราที่มีปริมาณเกิน สองร้อยลิตรต่อปีด้วย “ผลิตสุราที่มิใช่เพื่อการค้า” หมายความว่า ผลิตสุราที่มีปริมาณไม่เกินสองร้อยลิตรต่อปี และมิได้มีวัตถุประสงค์เพื่อการใด ๆ ที่ได้รับประโยชน์ตอบแทน
