ผู้ได้รับใบอนุญาตมีหน้าที่จัดให้มีสิ่งอำนวยความสะดวกและบริการแก่ผู้โดยสาร และผู้ใช้บริการ โดยเฉพาะผู้ทุพพลภาพ ผู้สูงอายุ คนพิการ สตรีมีครรภ์ และเด็ก ให้มีความเหมาะสม แก่การใช้บริการของการประกอบกิจการขนส่งทางราง รวมถึงมีหน้าที่ในการจัดทำคู่มือการให้บริการ การฝึกอบรมพนักงาน และการติดตามและประเมินผลการให้บริการ โดยให้เป็นไปตามมาตรฐาน ที่กำหนดในกฎกระทรวง
