ผู้ใดประสงค์จะประกอบกิจการศูนย์บริหารจัดการรายได้กลาง การให้บริการ ออกบัตรชำระค่าโดยสารในระบบตั๋วร่วม และการให้บริการระบบตั๋วร่วมในระบบขนส่งสาธารณะ ต้องได้รับใบอนุญาตจากรัฐมนตรีโดยความเห็นชอบของคณะกรรมการ
