การพิจารณาอนุญาตให้นำผ่านสัตว์น้ำที่รัฐมนตรีประกาศกำหนดห้ามการนำผ่าน ตามมาตรา ๖๕ ให้พิจารณาตามชนิดพันธุ์และจำนวนสัตว์น้ำซึ่งต้องตรงกับที่ขออนุญาต ความปลอดภัยของสัตว์น้ำในประเทศ และอันตรายที่อาจเกิดจากสัตว์น้ำนั้น
