ให้โรงเรียนและสถานศึกษามีหน้าที่จัดให้มีกิจกรรมในการแนะแนวเพื่อตอบสนอง ต่อการแก้ไขปัญหานักเรียนและนักศึกษาทะเลาะวิวาท โดยร่วมมือกับหน่วยงานอื่นที่เกี่ยวข้อง รวมทั้งกวดขันและเร่งรัดจัดทำมาตรการเพื่อป้องกันและแก้ไขปัญหาการทะเลาะวิวาทของนักเรียนและนักศึกษา ให้เป็นรูปธรรม เพื่อเป็นการลดปัญหาสังคมโดยเร่งด่วน
