ให้อธิบดีดำเนินการตรวจสอบโรงงานผลิตเครื่องหมายว่ามีลักษณะและสถานที่ตามที่ ระบุไว้ในคำขอหรือไม่ ก่อนพิจารณาออกใบอนุญาต โดยให้ผู้ยื่นคำขออนุญาตอำนวยความสะดวก ให้ตามสมควร
