องค์ประกอบของคณะมนตรี ๑. คณะมนตรีจะเป็นหน่วยงานสูงสุดที่มีอำนาจตัดสินใจขององค์การ ๒. คณะมนตรีจะต้องประกอบด้วยรัฐมนตรีหรือผู้แทนระดับกระทรวงของหน่วยงานด้านอวกาศ แห่งชาติของรัฐสมาชิก รัฐสมาชิกแต่ละรัฐจะต้องแต่งตั้งรัฐมนตรีหรือผู้แทนระดับกระทรวง หนึ่งท่านเพื่อการเป็นตัวแทนในคณะมนตรี ๓. คณะมนตรีจะต้องเลือกประธานหนึ่งคนและรองประธานสองคน โดยให้มีวาระการดำรง ตำแหน่งสองปี
