ให้เพิ่มควำมต่อไปนี้เป็นวรรคสองของมาตรา ๘ แห่งพระรำชบัญญัติประกอบรัฐธรรมนูญ ว่ำด้วยกำรป้องกันและปรำบปรำมกำรทุจริต พ.ศ. ๒๕๖๑ “ในกรณีที่มีปัญหำกำรปฏิบัติตำมพระรำชบัญญัติประกอบรัฐธรรมนูญนี้ ให้คณะกรรมกำร ป.ป.ช. มีอำนำจในกำรตีควำมและวินิจฉัย ทั้งนี้ มติในกำรวินิจฉัยของคณะกรรมกำร ป.ป.ช. ต้องมีคะแนนเสียง ไม่น้อยกว่ำสองในสำมของกรรมกำรทั้งหมดเท่ำที่มีอยู่”
