ให้จัดตั้งองค์การมหาชนขึ้น เรียกว่า “สำนักงานนวัตกรรมแห่งชาติ (องค์การมหาชน)” เรียกโดยย่อว่า “สนช.” และให้ใช้ชื่อเป็นภาษาอังกฤษว่า “National Innovation Agency (Public Organization)” เรียกโดยย่อว่า “NIA” เล่ม ๑๒๖ ตอนที่ ๖๓ ก
