พระราชบัญญัตินี้ให้ใช้บังคับเมื่อพ้นกำหนดหนึ่งร้อยแปดสิบวันนับแต่วันประกาศ ในราชกิจจานุเบกษาเป็นต้นไป เว้นแต่หมวด ๑ บททั่วไป และมาตรา ๓๘ วรรคสอง ให้ใช้บังคับ ตั้งแต่วันประกาศในราชกิจจานุเบกษาเป็นต้นไป
