Section ๒๓

ก่อนตราพระราชกฤษฎีกาตามมาตรา ๑๙ มาตรา ๒๑ หรือมาตรา ๒๒ ให้คณะรัฐมนตรีส่งร่างพระราชกฤษฎีกาดังกล่าวให้สภาผู้แทนราษฎรและวุฒิสภาพิจารณาเป็นเวลา ไม่น้อยกว่าสามสิบวัน แต่ไม่เกินหกสิบวันในสมัยประชุมของรัฐสภา เมื่อพ้นกำหนดเวลาดังกล่าวแล้ว หากสภาผู้แทนราษฎรหรือวุฒิสภามิได้มีมติทักท้วง ให้นำความกราบบังคมทูลเพื่อทรงตราพระราชกฤษฎีกา ดังกล่าวต่อไป เล่ม ๑๔๓ ตอนที่ ๓๘ ก ให้เป็นหน้าที่ของสำนักงาน ก.พ.ร. ที่จะหารือกับหน่วยงานของรัฐที่เกี่ยวข้องกับการออกใบอนุญาต เพื่อเสนอคณะกรรมการพัฒนาระบบราชการพิจารณาให้ความเห็นชอบ ก่อนเสนอแนะต่อคณะรัฐมนตรี เกี่ยวกับการดำเนินการตามมาตรา ๑๙ มาตรา ๒๑ หรือมาตรา ๒๒ ต่อไป
