พระราชกฤษฎีกานี้เรียกว่า “พระราชกฤษฎีกาเปลี่ยนแปลงสภาพสาธารณสมบัติ ของแผ่นดินสำหรับพลเมืองใช้ร่วมกัน ในเขตอุตสาหกรรมทั่วไป นิคมอุตสาหกรรมอมตะซิตี้ ในท้องที่ตำบลมาบยางพร อำเภอปลวกแดง จังหวัดระยอง ให้เป็นกรรมสิทธิ์ของการนิคมอุตสาหกรรม แห่งประเทศไทย พ.ศ. ๒๕๔๙”
