ในกรณีที่มีปัญหาอุปสรรคไม่อาจดำเนินการตามแผนการปฏิรูปประเทศได้ และเป็นเรื่องเร่งด่วน หรือในกรณีมีเหตุอื่นใดเป็นการเร่งด่วนเฉพาะเรื่อง ให้สำนักงานโดยความเห็นชอบ ของคณะกรรมการปฏิรูปที่เกี่ยวข้อง รายงานปัญหา อุปสรรค และข้อเสนอแนะการแก้ไขปัญหา ให้คณะรัฐมนตรี คณะกรรมการยุทธศาสตร์ชาติ หัวหน้าหน่วยงานของรัฐตามมาตรา ๒๔ วรรคสอง หรือรัฐสภาทราบโดยด่วน เพื่อพิจารณาดำเนินการตามหน้าที่และอำนาจต่อไป
