ให้ผู้สืบสวนและกรรมการสอบสวนเป็นเจ้าพนักงานตามประมวลกฎหมายอาญา และให้กรรมการสอบสวนมีอำนาจเช่นเดียวกับพนักงานสอบสวนตามประมวลกฎหมายวิธีพิจารณาความอาญา เพียงเท่าที่เกี่ยวกับอำนาจและหน้าที่ของกรรมการสอบสวน และโดยเฉพาะให้มีอำนาจเรียกให้กระทรวง ทบวง กรม ส่วนราชการ รัฐวิสาหกิจ หน่วยงานอื่นของรัฐ ห้างหุ้นส่วน บริษัท หรือบุคคลใด ๆ มาให้ถ้อยคำหรือชี้แจงข้อเท็จจริง ส่งเอกสารและหลักฐานที่เกี่ยวข้อง ส่งผู้แทนหรือบุคคลในสังกัด มาชี้แจงหรือให้ถ้อยคำเกี่ยวกับเรื่องที่สอบสวน
