ให้มีคณะกรรมการบริหารกองทุนคณะหนึ่ง ประกอบด้วย ผู้บัญชาการ ตำรวจแห่งชาติ เป็นประธานกรรมการ จเรตำรวจแห่งชาติ ผู้แทนกรมบัญชีกลาง ผู้แทนสำนักงาน อัยการสูงสุด ผู้แทนสำนักงบประมาณ และรองผู้บัญชาการตำรวจแห่งชาติหรือผู้ช่วยผู้บัญชาการ ตำรวจแห่งชาติซึ่งได้รับมอบหมายจากผู้บัญชาการตำรวจแห่งชาติจำนวนสองคน เป็นกรรมการ ให้ประธานกรรมการแต่งตั้งข้าราชการตำรวจเป็นเลขานุการคนหนึ่ง และผู้ช่วยเลขานุการ จำนวนไม่เกินสองคน
