ให้รัฐมนตรีว่าการกระทรวงยุติธรรมรักษาการตามพระราชบัญญัตินี้ และให้มี อำนาจแต่งตั้งและถอดถอนพนักงานคุมประพฤติ กับออกกฎกระทรวง ระเบียบ และประกาศเพื่อปฏิบัติการ ตามพระราชบัญญัตินี้ กฎกระทรวง ระเบียบ และประกาศนั้น เมื่อได้ประกาศในราชกิจจานุเบกษาแล้ว ให้ใช้บังคับได้
