ให้ยกเลิกมาตรา ๑๙ แห่งพระราชบัญญัติแก้ไขเพิ่มเติมประมวลกฎหมายที่ดิน (ฉบับที่ ๔) พ.ศ. ๒๕๒๘ และให้โอนหน้าที่และอำนาจของหัวหน้าเขต นายอำเภอ หรือปลัดอำเภอ ผู้เป็นหัวหน้าประจำกิ่งอำเภอ ซึ่งมีอยู่ตามประมวลกฎหมายที่ดินก่อนวันที่พระราชบัญญัติแก้ไขเพิ่มเติม ประมวลกฎหมายที่ดิน (ฉบับที่ ๔) พ.ศ. ๒๕๒๘ ใช้บังคับ ไปเป็นหน้าที่และอำนาจของข้าราชการ สังกัดกรมที่ดินที่ปฏิบัติหน้าที่ที่อำเภอตามที่อธิบดีกรมที่ดินกำหนด
