ให้คณะกรรมการแต่งตั้งคณะกรรมการผู้เชี่ยวชาญขึ้นคณะหนึ่งหรือหลายคณะก็ได้ ตามความเชี่ยวชาญในแต่ละเรื่องหรือตามที่คณะกรรมการเห็นสมควร คุณสมบัติและลักษณะต้องห้าม วาระการดำรงตำแหน่ง การพ้นจากตำแหน่ง และการดำเนินงานอื่น ของคณะกรรมการผู้เชี่ยวชาญให้เป็นไปตามที่คณะกรรมการประกาศกำหนด
